SCOPE OF WORK:

The Work involves design, Detailed Engineering, Supply, Installation, Trial Run and Commissioning of
(a) 5 TPH Salt Purification Plant including Civil, Mechanical, Electrical, Instrumentation, Electrical and Piping Works with all accessories.
(b) New Diesel Generator set (750 kVA) and PCC, ACB and DG synchronizing panels and all allied works.

EMD valid for a period exceeding the period of validity of tender by 90 days. EMD in the form of:
Demand Draft (DD) payable at Chennai or from any Nationalized (or) Scheduled Bank authorized by Reserve Bank of India.
The format of bank guarantee shall be as per annexure.

B. Preparation of Proposals
20 The Tender has been issued in English Language and the Proposals shall be submitted in English Language.
21 The proposal shall comprise of the following documents:
a) Letter of Tender and Appendix to Tender
b) Earnest Money Deposit (EMD):
c) Principle Drawings, Datasheets with detailed specifications, design calculations, and Relevant information for evaluation of Tender
d) Financial Bid: Volume IV of Tender (Complete Bill of Quantities with Analysis of Rates)
e) Declaration of Eligibility
f) Site Inspection Declaration
g) Receipt of payment for Tender documents
h) Other Documents Requested by the Tenderer
i) Forms :
Form 1: General Information about the Tenderer
Form 2: Organisation Chart/ Power of Attorney
Form 3: Financial Statement & Financial projection for the forthcoming 2 Years
Form 4: Implementation plan with financial projection for the project

22 PRE-QUALIFICATION CRITERIA:
The Tender Scrutiny Committee as a whole will evaluate the Pre- Qualification Proposals/ Forms on the basis of their Audit Turnover, Experience, Projects Executed, Projects Experience, Qualification and Experience of key personnel, applying the evaluation criteria specified in Tender Document.
Eligibility Conditions for Bidders:
1. Bidders should have Permanent Account Number (PAN).
2. GST Registration (GSTIN) valid on date of Bid submission.
3. The company should have been in operation for a minimum period of 5 years under Indian Companies Act.
4. The bidder should have satisfactorily completed a minimum of three similar works, each costing not less than the amount equal to Rs. 530 Lakhs or two similar works, each costing not less than the amount equal to Rs. 795 Lakhs or one similar work costing not less than the amount equal to Rs.1060 Lakhs within the last 7 years as on 31.12.2023. Necessary proof of documents needs to be attached along with tender documents.
5. The bidder should have executed at least one project of Multiple Effect Evaporator (MEE) / Salt Recovery System of minimum 500m 3 /day capacity effluent or 5TPH salt purification facility in Tannery/Textile/Pharma industry which should be in satisfactory operation for minimum period of 3 years. Necessary proof of documents such as work order and completion certificate needs to be attached along with tender documents.
6.Bidder should have minimum average annual turnover of Rs. 14 crores as per the audited balance sheet in the last 3 consecutive financial years as on 31.03.2023
7. Bidder should be a profit-making firm and should not have made loss in the last two financial years out of last five financial years.
8. Solvency Certificate of Rs. 530 Lakhs from nationalized (or) Scheduled Bank authorized by Reserve Bank of India.
9. Bidder should have total credit facility for a minimum of Rs.331.00Lakhs.
10. Consortium or Joint-Venture is not allowed.
11. Bidder should not have been black listed/debarred by any Government organization.
23 Tender Document should be initialized in all pages, where entries or amendments have been made.
24 Tenders not received by the due date and time shall be rejected and representative of such Tenderers shall not be allowed to attend the Tender opening meeting.
1. AEDOL shall not be responsible for any expense incurred by Tenderers in connection with the preparation & delivery of their Tenders, site visit and other expenses incurred during Tendering process.
2. Telex/Telegraphic/Fax/E-mail Tenders shall not be accepted and shall be summarily rejected.
3. AEDOL reserves the right to reject any or all Tenders, cancel the Tender process without assigning any reason.
4. AEDOL shall not be responsible either for delays in receipt of the Tender offer from the Tenderer or any delay, loss or non-receipt of the Tender documents experienced by the applicant.
5. The Tender documents are not transferable under any circumstances.
